Global Parliamentarians’ Inquiry into the Progress of Fossil Fuels Phase Out in the Amazon

The Parliamentarians for a Fossil-Free Future, using the Global Parliamentarians Inquiry into the Progress of Fossil Fuels Phase Out as a starting point, undertook a Global Parliamentarians’ Inquiry into the Progress of Fossil Fuels Phase Out in the Amazon.

The Inquiry aimed to:

Leverage the influence of parliamentarians to investigate progress in the phase-out of fossil fuels, specifically oil and gas, in the Amazon region, and explore opportunities for the phase-in of renewable energy systems in a just and equitable manner.

It also sought to:

Generate pressure on Amazonian governments, public institutions and corporations to scale up commitments and protection actions to stop the expansion of the fossil fuel industry in the region.
Raise public attention and awareness around the urgent call for the protection of the Amazon, specifically the need to stop the expansion of the fossil fuel industry.
Collect, synthesize and publicly share information, analyses and recommendations from experts, stakeholders and parliamentarians regarding the situation at the time and the risks posed by the fossil fuel industry’s expansion plans. At the same time, it explored the opportunities that renewable energy offered in the region.

As a result of the inquiry process, parliamentarians in Brazil, Colombia, Peru, Ecuador and Bolivia simultaneously introduced legislative bills aimed at prohibiting new fossil fuel exploitation projects in their respective Amazonian territories. In addition, the report Protecting our Planet’s Heart was presented during a public handover ceremony to representatives of the Brazilian Government, which held the COP30 Presidency that year in the city of Belém, reinforcing the call for regional leadership to protect the Amazon from further fossil fuel expansion.

Parliamentarians’ Roadmap For A Fossil-Free Amazon

The presidents of Amazonian countries face a historic choice: to declare the Amazon as a fossil fuel expansion–free zone and achieve a double climate victory — safeguarding a biome essential for global stability while halting one of the main sources of CO₂ emissions.

Our year-long Inquiry into oil and gas exploitation in the Amazon shows that the extractive model has failed. It has devastated ecosystems, eroded Indigenous cultures, and pushed the forest closer to a tipping point beyond which it will no longer regulate the planet’s climate. The damage already caused is profound, but there is still time to act decisively.

Indigenous Peoples, who have kept the forest standing for centuries, call the Amazon the “heart of the world.” Their knowledge and traditions have protected this vital organ of the Earth, and today they ask the global community to honor that responsibility. Listening to them means ending destructive extractive practices and advancing just, sustainable alternatives.

This report presents both the evidence of harm and the pathways forward. We call on governments and the international community to design and implement laws and policies that phase out fossil fuel expansion, strengthen Indigenous governance, and invest in a just and equitable energy transition. The Amazon belongs to the planet — protecting it is our shared duty and the most urgent step we can take to secure a livable future for everyone.
